The Bulls Local Board was first formed in 1873 under the Local Boards Act of the Wellington Provincial Government. In 1881 the Town Boards Act renamed it as the Bulls Town Board. In 1955 the Municipal Corporations Act 1954 renamed all Town Boards as Town Councils. In 1957 the Bulls Town Council merged into Rangitikei County and all administrative matters were taken over by the County. Following the amalgamation, a County Town Committee was set up, in turn this was replaced in 1971 by the Bulls County Borough. In turn this was replaced in 1974 by the Bulls District Community Council which ceased in 1989.
