History
Gonville Town Board was constituted under the Town Districts Act 1881, and given powers to levy a general rate of one penny in the pound on rateable property (Rating Act 1894, s.37). The aim of the 1881 Act was to provide local populations with the ability to organise local authority government in a way not possible under the counties system. A proclamation constituting the Borough of Wanganui and the Town Districts of Gonville and Castlecliff as one united borough, was gazetted on 27 March 1924 (Municipal Corporations Act 1920, s. 137), with three members of the Town Board becoming Councillors on the united City Council.
