The Sandon Carnavon Highway Board was formed in 1881 from the Manawatu Highway Board. After the passing of the 1882 Road Boards Act, all Highway Boards were renamed as Road Boards. In 1887 the Board was disbanded and amalgamated into the Manawatu County Council.
