From Executive Summary: This study is in response to a brief from the Wanganui District Council and was to examine and co-ordinate the requirements of the users and institutions of the park in the context of a 5 year planning period with identification of future needs out to 20 years. The Queens Park Management Plan provided the policy frame work in which to translate needs into proposals.
Initial consultation took place with 19 groups and no doubt more groups and individuals would have participated if time had allowed. However, only iwi representatives and the executive of the institutions have had the opportunity to date to read this report and comment on it. The remaining groups will be consulted again after this report has been tabled with Council. This report is therefore founded on the helpful information and views expressed by the 19 groups, but this does not only imply that the report is a consensus document.
This report contains significantly more detail than originally proposed but the authors considered that the uniqueness and importance of the park and the real complexity of the institutional needs warranted an auditable trail of the basis and reasoning behind the various recommendations to assist further planning and debate/
